    Can you please suggest how many major websites like Times of India or India.com are placing roll over or popup google ads ?? Isnt it a violation?

      There is no such violation & one can use it. Even huge publications like Forbes also use Roll over ads.

      I think the best way is to contact those people who are advertising on other blogs in your niche. The fact that they are advertising there proves that they are willing to spend the money and they know much about direct advertising.

      They will need very little convincing from your end eespecially if you have reasonable traffic on your site.
