How To Create PayPal Account in India & Verify (Complete Tutorial)

When you start working online, you need a mode to send and receive payment. Usually, you can use your credit card or debit card to make payment online, but to receive payment, you need to take help of services like PayPal.

PayPal has been one of the oldest and most-trusted services to send and receive payment. In particular, if you are from Asia or the United States, you will find PayPal’s service to be the best when it comes to receiving payment from overseas.

Do remember, most advertising networks (if you are a blogger) pay using PayPal, so it’s essential to have a PayPal account.

When you open up a PayPal account, you can start sending payment right away (after linking your account with your debit or credit card), but to receive payment, you need to link your PayPal account to your bank account.

This will remove the withdrawal limit from your PayPal account, and you will be able to withdraw money from your PayPal account directly into your bank account.

Benefits of using a PayPal account:

  • You will be able to make online payments without exposing your credit card details.
  • You can use your debit card to make payment. This helps many people who don’t have a credit card.
  • You can receive payment from overseas accounts. (Such as clients or advertising payments.)
  • Many online services charge recurring payments. When you pay with PayPal, you can cancel the recurring payments at anytime.

How To Create Your PayPal Account

First of all, head over to PayPal.com and click on to “Sign Up” to create your PayPal account.

On the next page, you have an option to select between a “Personal and business account“. For bloggers, I would recommend you to start with personal account and if you ever need a business account, you can instantly upgrade it from PayPal dashboard.

On the next page, you need to sign up by filling up a form, you can enter your Credit/Debit card detail then or can skip it for later to send Payment. Do remember, when you open a Paypal account in India, it’s a limited PayPal account. You can use it to send Payment to anyone using your Credit or Debit card, but to receive Payment you need to complete these 4 tasks:

  • Add your PAN card
  • Confirm your Email (When you sign up, you will get an Email from PayPal to confirm your account)
  • Add bank account (This will be the bank account where your Paypal money will be withdrawn to)
  • Purpose code (From the long list, select the purpose on which you are receiving payment on your Paypal account)

Here is the link to the page which you can access anytime to see if any verification is pending for your account.

Link Pan Card to PayPal:

Your Pan Card name should be same as your PayPal account name. If you are a minor without a Pan card, you should open a PayPal account in the name of your parents.

Linking Bank account to your PayPal account:

This process will take 2-3 days if you initiate now, so I suggest you to create your Paypal account right away, as if in future you need to receive money from any of advertising company or client, you don’t have to wait then. Click on Start in front of Add bank account and you will be taken to the next page where you need to enter just few fields such as :

  • Your Name
  • Your Bank account
  • Your bank IFSC code. (If you don’t know the IFSC code of your bank branch, simply go to your bank official site and search for it). If not, Search in Google with “Your Bank Name, Branch and IFSC code”. Ex: ICICI Bank, VasantKunj IFSC code”. You can also select No in front of “Do you know your bank’s IFSC code?”, and select your bank, state and branch using Drop-down from there.

Once you are done adding the bank account detail, Paypal will send you 2 small deposits in your bank account. After receiving the deposit (In my case it took only 24 hour to receive two small transactions), you need to login to your PayPal account, click on verify at top and enter the amount to complete verification of your Bank account and PayPal linking.

Add PayPal purpose code:

Next step is to add the purpose code for your transactions. If you are receiving Payment for affiliate commission or advertising, select “Advertising and market research” or select what is appropriate in your case. However, this will be your default purpose code, and at the time of withdrawing money from PayPal account to your Bank account, you can select any other.

Note: Money in your Indian PayPal account will be withdrawn automatically every day. You can also manually withdraw money to your bank account. Usually it takes 5-7 working days for money to be credited in your bank account.

Linking Credit Card/Debit card with PayPal account:

When you are linking a credit card to your PayPal account you will face no issue. You can always add a new one, edit old one or remove old one by going to Profile > Link/edit credit card. Debit card from selected bank works fine with PayPal and according to users comment, these are the Indian bank debit cards that I’m aware of which works fine with PayPal. (If you know of other bank Debit card, let us know via comment).

  • Axis Bank
  • ICICI Bank.
  • HDFC Bank Platinum Chip Debit card
  • CITI bank

While adding ICICI bank debit card if you see this error:

The bank that issued your card didn’t approve this transaction. Please contact the card issuer’s customer service department if you have any questions. Or you can add a different card now to continue.”

You need to call up their customer care and ask them to enable the international online transaction. Or you can also SMS INTL to 5676766 from your registered mobile number & it will enable international transactions.

For other bank debit cards, in most of the cases they will say it’s an international debit card, which works fine when doing a transaction at ATM, but you need to ask customer care if you can use the card for online transaction without 3D secure pin verification. If not, ask them to enable it. If they can’t, it’s time to change your bank.

Alternate methods of activating your PayPal account:

Credit card:

Many bank issues a credit card in lieu of a fixed deposit. For example, you can open a fixed deposit of 10K and you will get able to get the credit card with a limit of 8K. I got my first credit card like this and it worked perfectly fine. Especially if you are building a career online, you should have a credit card.

When you add a new bank account or a credit card, you also need to complete the verification by the method given below. It’s easy & increases your PayPal limit

    Hi Harsh,
    I am a new freelancer – I have just started today online so First of all I would like to know whether if there is any kind of risk involved in linking my bank account to Paypal (if any kind of fraud activity I need to be cautious about / or is it advisable to have low funds in my bank account?!).
    I am having a HDFC Titanium Debit Card – will that in anyway useful in case as I read through the article – that’s only for paying online while purpose for using Paypal would only to receive payments.
    Also one of the points mentioned says that people in india would have to pay double $ conversion charges – what would be estimated imapct on the recivables – for eg what if I am getting a payment of $50

      1) It’s safe to link your bank account with PayPal.
      2) That depends upon many factors. However, the thing is most of the client just prefer using PayPal & we don’t have much choice. I recommend you to create an account on Payoneer as well. Whenever possible, get paid via Payoneer.

      It usually takes 3-4 days to reflect the amount. Try checking after 3-4 days.

      You need to give the person your email ID that you used to register your PayPal account. Your email ID is your PayPal account ID.

    I recently opened a paypal account to make an overseas payment only, and I am sure that in the near future, I will not be receiving any payment with the help of paypal. I have provided my PAN number and my debit card information. Is it okay if I don’t provide my bank account and purpose code(as I am not able to find a suitable purpose).

      Hey Pushkar. Yes You can. Puroposr Code eand Bank accounts are necessary to withdraw your funds (In case you receive any payments). If you’re using you PayPal only to send payments or shop onine, there is no need for Bank account and purpose code. Everything will be charged to your debit card. However, if you decide to put your bank details in PayPal, you can change it later on if you feel like. even purpose codes can be changed as and when necessary. You just have to make sure you have the right purpose code in case you’re withdrawing any money from PayPal to your bank account.

      **Will I be able to pay from my Indian account into this Paypal account to ‘Top-it-Up’? : I believe not. However the money that you would receive in PayPal, you can use it to make payment. The major benefit of this process is, your money will not be withdrawn to your bank account automatically. When you need money in your bank account, transfer the fund from your relative PayPal account to yours.

      **Any possible legal or Income Tax/Foreign Exchange related issues with this? : If your yearly transaction value is less than $20000, you don’t need to worry. However, this may change anytime & Depending upon your relative location; you need to check PayPal tax rules for specific country.

      I know it might not help you to get 100% answer, but that’s what the thing with PayPal is. Due to tax regulation of different countries, it’s not possible to have one rule for all countries.

    Hi Harsh. Your PayPal guide is really good. I have a PayPal personal account which is fully verified. I see that I have an option of upgrading it to a Business account. I’m really interested in doing that. However, in order to do that, should I really own a business. I’m a soloprenuer (sole proprietor), and as far as I know, in India only if the annual earnings cross a certain limit , it is mandatory to register as a business. I have an online store and I make use of PayPal personal account to receive payments. I tried upgrading to the Business account, but the business upgrade page seems complicated. For example there is a field where I’m suppose to enter my Business PAN. Can I upgrade my personal PayPal account to Business account using my Personal PAN. Is it really necessary to be registered as a business in India, before I upgrade my Paypal to business account? How did you do it? Do you use PayPal Business or PayPal personal account? Can I upgrade to business account by just being a sole proprietor?

    I did my very best to explain my situation, and I hope you understand what I’m saying.

    Also, I receive payments in US $. I think PayPal is my only option. Do you know of any other alternative?

    Any suggestion from you would be really helpful and I’d really appreciate it. Thanks.. 🙂

      Hey Nischal,

      For Business account, you have to get your business registered in India. Once you have registered, you need to apply for your business PAN card. You cannot use personal PAN in your business account. If you want to upgrade your account,you can get your company registered under sole proprietorship.

        You can use your personal PAN to open a business Paypal account if you are a Sole Proprietor. They would need a business document like a Trade License as proof.

        Hi Harsh. Thanks for replying. Since a sole proprietorship is meant to be under a single individual, I plan on registering with my own name because I have multiple online stores. And I have integrated my personal paypal account with it. I want to upgrade to the Busiiness account. So I plan on registering for sole proprietorship under my own name. Ans since it’ll be i nmy own name, do I really need a Business PAN. Can’t I use my own PAN number that I already have. And PayPal requires me to have the Business name to be exactly as it appears on my PAN.

    What about the FIRC? The PayPal site says each withdrawal from PayPal to an Indian bank now requires a certificate from Citibank, Is that required for freelancers too? I thought FIRC was for businesses. Tnx anyway for your brilliant and exhaustive writeup.

        To claim the GST input, it is necessary to show the FIRC, otherwise a GST 18% will be applicable.

      Because these are the RBI Guidelines. You cannot make a PayPal account without your PAN card even if you are just buying stuff.

      Both type of account would work. Check your bank account for two small deposits. It usually gets credited within 2-3 days.

      You need a PAN card. Yes, you can give your mother’s PAN card. but also, open the account in her name. Don’t open paypal account in your name.

      Hey Azam,

      To link your debit card, Your card should be either a VISA, Master Card, American Express or Discover debit card.There are few banks like ICICI, HDFC, Citibank whose debit card you can add. I don’t think you can add Rupay card.
