Seems like Paypal refund policy for Indian Paypal user under personal and services payment is getting bigger with no public announcement from Paypal team.
People are coming with their assumption like Paypal might pull its plug from India or this new policy is introduced when paypal introduced another alternative method of payment.
What ever it is, many small business owners whose all transactions are dependent on Paypal transfers.
The recent payapl policy change may be because of introduction of latest method to verify paypal account. (Link)
Yesterday when Infolinks pulled up 111$ money from my account and reverted back to infolinks. I contacted infolinks about the same and regarding reissue of the payment. Seems like we people are not going to get some joy for few days.
This is an official reply from infolinks team regarding refund of mondey credited into my account via paypal.

This issue is related to a change in policy done by Paypal, which should not have affected your Infolinks payments. PayPal have admitted to have encountered some technical issues which caused the new policy to affect you. They are currently looking into it and we will re-issue your payment as soon as we receive confirmation from them that the problem was fixed.
We will let you know as soon as the payment is re-issued.

Yep the same problem for me regarding infolinks and chitika. All we can is, to wait.
So, it is the technical issue i think, not like paypal try to get rid indian users.

I didn’t understand the article much either :-/ Is it because I don’t use PayPal?
What i know about paypal is, termination of account, freezing and partial freezing of accounts withour prior notice is the reputation of Paypal. So expect more in future without NOTICE.
Yes, its a sad news its affecting me for Infolinks and Chitika.
Im facing a lot of problems with Paypal now,. Only this week more than 200 USD has been reversed back. Hope all this things are fixed soon..
The problem is not technical..
